Regulation (EU, Euratom) No 1141/2014 of the European Parliament and of the Council of 22 October 2014 on the statute and funding of European Political Parties and European Political Foundations

Article 6(1) of Regulation No 1141/2014 establishes the Authority for European Political Parties and European Political Foundations. The Authority has legal personality. It is independent and exercises its functions in full compliance with Regulation 1141/2014.

The Authority decides on the registration and de-registration of European Political Parties and European Political Foundations in accordance with the procedures and conditions laid down in Regulation No 1141/2014. In addition, the Authority verifies regularly that the registration conditions and governance provisions set out in Regulation No 1141/2014 continue to be complied with by registered European Political Parties and European Political Foundations.

The Authority manages a Register of European Political Parties and European Political Foundations.

The Authority also verifies compliance by European Political Parties and European Political Foundations with a number of obligations laid down in Regulation No 1141/2014, including obligations relating to donations, contributions and use of funding from the general budget of the European Union or any other source.

The funding of European Political Parties shall not be used for the direct or indirect funding of other political parties, and in particular national parties or candidates.

The funding of European Political Foundations shall not be used for any other purpose than for financing their tasks and to meet expenditure directly linked to the objectives set out in their statutes. It shall in particular not be used for the direct or indirect funding of elections, political parties, or candidates or other foundations.

The funding of European Political Parties and European Political Foundations shall not be used to finance referendum campaigns.

In its decisions, the Authority gives full consideration to the fundamental right of freedom of association and to the need to ensure pluralism of political parties in Europe.

The Authority is represented by its Director who takes all decisions of the Authority on its behalf.

Personal data

The Authority collects and processes personal information only to the extent necessary to fulfil its tasks as a body of the Union (which are laid down in Regulation (EU, Euratom) No 1141/2014 of the European Parliament and of the Council of 22 October 2014 on the statute and funding of European Political Parties and European Political Foundations).

All personal data are handled in conformity with the provisions and requirements of Regulation (EU) 2018/1725 of the European Parliament and of the Council of 23 October 2018 on the protection of natural persons with regard to the processing of personal data by the Union institutions, bodies, offices and agencies and on the free movement of such data.
